The creation of the now widely known organization, S.P.E.W. (Society for the Protection of Elfish Welfare), is decades old and started with two of the most well-known wizards, and a witch, of the modern age. The group was started by Hermione Granger-Weasley, a former high-ranking official in the Department for the Regulation and Control of Magical Creatures, in 1994. It was then that she witnessed what she considered highly unfair treatment towards a house elf named Winky, after the infamous events of the 422nd Quidditch World Cup.
